Need some help before buying camera

Hello everyone I'm planning to buy a camcorder for university stuff and of course personal movie making don't know which one should i get though.

 

So the main points of what i need are:

  1. 1920x1080 resolution, 60fps
  2. Price: Not more than 400$
  3. The thing where you can make your resolution lower, but increase frame rate of the video (at least up to 120fps). I tried searching but I haven't found any canon camcorders that would have ability to capture at more than 60fps
  4. If possible "okay" quality when filming outside at night, where your only light source are street lights

Please suggest a camcorder that would fit, or almost fit, or at least would as close as possible at the budget of 400$ to what i need
