I have terrible judder when slow panning in 4k30. How do I set the shutter speed to 1/60?
Also, Will I lose Auto Focus if I manually set the shutter speed?

Touch > Pro.
To change a setting: Touch its icon. Drag the slider.
To take a photo with those settings, touch.
No, You can use AF in manual mode. In manual mode, you are telling the camera what shutter speed, aperture and ISO to use. It has nothing to do with focus. You can use any autofocus mode you'd like in manual mode: manual focus, single AF, continuous AF or Auto Area AF.

That's weird. My AF doesn't work with the top switch set on "M". Never mind. AF works. 🙂
