Canon support no chat and location finder not working

I have a canon under warranty but how do I open a ticket? The chat and service location doesn't work.Chat is always unavailable even during the hours.

That's what I'm going to do. I also emailed carecenter@cits.canon.com and I get no reply.Why is the chat and store locator not working?
