Canoscan LiDe 400 - I am thinking about buying this scanner and I have questions to ask Canon

I have a Microsoft Surface which does not have a CDROM.  It says this product comes with a Set up CD for the scanner and an excellent software package that should be loaded as well.  Question: Are both the Set up CD and the excellent software package available online at Canon so I can download and set up this scanner and load the software package?  I want to know this before I purchase this product.  Please reply asap as I need to buy today.
