Pro 100 Border/Centering issue

Im having problems getting even borders on my prints. Printing from lightroom or print studio pro yields the same results. Ive tried several different settings and adjustments including bordered and borderless with margins set, bordered and borderless with just cell size set, and many other things. Taking measurements it seems that the image is shifted slightly to the right and bottom of the image. On some prints the actual print size is off from the cell size I set. Here is a link to a sample print with 1/8" borders. Any ideas?

I don't know if this explains your problem, but there are minimum border sizes for the papers.
