03130031-2F71 error indicates a left sub-tank ink priming failure. This usually happens when the printer tries to draw ink from the main tanks to fill the sub-tanks but fails (often accompanied by air in the ink lines or after a recent printhead replacement).
I'd check with large format printer support and see if they can help.
