TR8620a cannot be found by drivers

I have purchased a second TR8620a after the first had a clogged print nozzle that could not be fixed.

When running the recommended install drivers the wizard cannot find the printer on wi-fi (I can manually connect it to the network from the printer itself) OR when hardlined with an ethernet cable.  

I have tried installing the connection assistant driver and it, also, was unable to find the printer.

I have uninstalled and reinstalled all canon software on my pc several times.

I have restarted the router.

I have restarted the pc after every uninstall.

I have turned off firewalls.

I do not have an isolation feature activated on my router, nor do I have "ActiveArmor" enabled (AT&T router/modem).

The PC can connect to the printer if I add a printer via Devices and Printers in the control panel. 

I need this printer for the scanner function for my business.  I CAN print documents, but I need to also be able to scan documents to my computer, not to the cloud (i.e. Google Drive etc.).  The driver wizard does find the printer if I install using a USB cable, but even with the USB cable the printer still cannot find the pc to scan documents.

I do not understand why this printer is unable to find the PC. Please help before I metaphorically flush my money down the toilet by shooting my new printer into space.
