Canon Application Library -- Scan to Preset Destination -- Add new button -- always inactive -- why?

we are continuously experiencing the same problem with both of different models of recently purchased multi-function devices - MF443 (with serial # 2TGxxxx5) and MF453 (with serial #  4RHxxxx4) -- as it is shown on the attached screenshot: we can't add the preset destination to the application library as required here, as the button so-called "Add new button" is always inactive. What can be done?
