When I connect a USB cable between my G16 and my PC and turn the camera on, a display (labelled "Photos") appears on my PC's monitor.
The display asks me to "Select the items you want to import".
Many (673 of the 1277) images on the memory card are already selected so I have to click "Unselect All" and then select only the newest images.
Is there any way to change a setting so no images are pre-selected?

Items that are previously download by a particular software product may be remebered by the software. See if there is a preference option to disable that.

Is the "particular software product" Windows 10, Canon or other software?
Where do I find the 'preferences" setting?

Since you said Windows 10 and Photos I am guessing that the Windows Photos app is what is opening. On my computer if I select Import and window opens and I can choose to import all or new. If you already imported some selecting "new" should achieve your goal.
If that's not it you need to identify what software is doing the importing.

On the "Photos" window, when I click on "import settings", I can change only:
It doesn't give the option to select "new"

At the top right side of the window do you have: Create Select Import?
If you click Import does it ask "From a folder or From a USB device?"
When you select your card does the window say on top line: "Select the items you want to import"
Does the thirs line say Select new Select all Unselect all?
At the bottom of the window below all my images it does have the choice of wherfe to import to.
That's what my Photos shows.

The first line of the window says "Select the items you want to import"
The second line says "673 of 1277 items selected"
The third line says "Select new" (greyed-out), "Select all" and "Unselect all"
The fourth line has a check box in front of "November, 2018"/
Under the images:
Import Settings -- which, when clicked, displays a page labelled "Import Settings".
This page says "Imported items will be save to this folder"), the folder's path (i.e., C:\Users\every photo\Bike) and the ability to "Change the import destination" and "Choose how to group the items you import" (i.e., bullets: "By date", "By Month" and "By Year"
and a check-box followed by "Delete items from my device ater I import them"

OK. I interpret that to mean there are 1277 images on your card and 673 have not been imported yet. They are “new”. If you want to reimport all of them select “all”.
If if you want to manually select what you want to download just choose “Unselect all”.

12 images have not been imported yet (these are "new")
All of the remaining 1265 images have previously been imported

I can’t help as to why it’s not recognizing that 661 additional images have been imported.
Once you you are sure all images are imported to your computer reformat the card in camera.
You our can also configure Photos to delete images after they are imported if you want.
