I believe you mean the lens cover, not the shutter, which is internal to the camera lens. Fairly often the lens cover can get small bits of dirt caught in it. If you take a can of compressed air for electronics and spray the cover pieces, it may dislodge any dirt that got stuck in there. On the other hand, you could try closing it with your fingers, being careful not to force it. Try turning the camera on and off a few times to see if that will clear it.
Is the battery fully charged? If not, then the lens might not retract all the way keeping the lens cover open, so check that the batteries are not dead or very low on charge.
