Powershot SX110IS - Error Message: "Restart Camera"

I have turned camera off and on several times and changed the battery.  How do I restart?

That message is a new one.  I assume that there is nothing connected to the camera.

Does it happen without any memory card in the camera?  If so, change and/or reformat the memory card.
