I recently purchased my canon, G7 X Mark II this past month. Everything was fine but recently I noticed that whether or not, I use the flash, there seems to be a little dot or smudge that is black in my pictures. I don’t see any dust on the lens, so is this dust on the sensor? I don’t understand how that would’ve happened.

Probably something on the sensor. If you got it new, probably a manufacturing defect. And you can get it cleaned under warranty. Contact Canon. If you got it used, now you know why they got rid of it. You should still be able to send it in to Canon for cleaning, but you will have to pay for it.
