The photo is blurry when the flash is off. I bought the camera second hand and I can't find a solution. How can I fix this?

Shutter speed was too slow. Was the camera in automatic mode? Without enough light, the camera would need open up the lens (if possible) to let in more light, and/or increase ISO (which would increase noise) and/or slow the shutter (can lead to blurry images).
If flash cannot be used in these situations, try placing the camera on a surface that wouldn't move and the person being captured would also need to remain very still.

No camera was in manual mode. I will try what you said,thanks.

I would suggest for the next time in this situation, use Tv (shutter priority). There you can keep the shutter fast enough to not deal with blur and the camera will adjust aperture and ISO for you.
Using M mode is still an option, but you'd need to be aware of the settings you're using and adjust accordingly.
