Print drivers now require admin rights to install?

A recent Microsoft security update for Windows 7 (KB3170455) has created a situation where Canon print drivers now require admin rights for users to connect to a network printer. I have followed Microsoft's suggested solutions which has corrected for drivers from other manufacturers but the issue still occurs with Canon drivers. 

Anyone else have this issue or a solution for it?

Solution / workaround is the registry key that fools the client that a package-aware printer is used.
