Canon iR 3235i black streaks when printing and rainbow streaks when scanning.

One of our office printers is currently acting up. The first problem that arose was the black vertical streaks that appeared whenever someone printed. I suspected that it might be the ink cartridge, but I'm not positive on that.

Then today another problem arose with the printer. Whenever someone scanned a document to their files a horizontal rainbow bar appears accross the bottom of the page. 

Here is a PDF that shows you the small black streak at the top of the page, and then the rainbow bar running accross the bottom.
