I've tried this on my mac and it worked just fine.
I'm currently trying on a PC Laptop and I'm having trouble.
I've already done the usual turning wifi off and making sure EOS Utility isn't open in the task bar.
EOS Webcam Utiliy does appear as a drop down option for when I want to use the webcam, but if I select it on OBS, I just get a black screen. I don't even get the splash that says "EOS Webcam Utility", it's just a black screen.
The camera appears under Device Manager so I know the computer can recognize it.
What am I doing wrong?

I should also add that I've already made sure that EOS Utility isn't running in Task Manager.
I have Windows 10.
Also the camera shows up just fine in the live view of EOS Utility.
the issue is just the webcam utility

FINAL ALSO, When I connect the camera, instead of showing the live feed, it shows a black screen with a white computer logo and a battery on top.

What camera are you using? Is it in video mode?
What is the chipset inside of your Windows 10 computer? It works best with Intel chipsets.
