I have a 20D that turns on but won't focus or take a picture. Canon doesn't work on the 20D anymore. Would a regular camera shop still be able to work on it?

green light on UO23 charger though battery half empty - please help
Have an UO23 battery charger for the LP-E6 battery, battery is at 50% but when placed in the charger the green light lits up and does not change to red when plugged in wall socket. original charger, original battery. Been fine for almost a year.
