My 7d and EFS 17-55 lens is AF Microadjusted to +20 and still soft but when I press AF-ON it is

I have AF Microadjusted my 7D and EFS-17-55 f/2.8 out to +20 and it is still soft. If I then press AF-ON on the top right of the camera it will refocus an be spot-on. Has anyone experienced this?
