I recently got a T5 rebel 1200d and when I try to take a photo, the lens moves back and forth and no matter how long I hold the capture button, the camera will not take a picture. I do not know how to fix this

Conditions or subject are not suitable for focus. Need to be in brighter conditions and a subject with more contrast.

"I do not know how to fix this"

What are the conditions where this happens? Does it happen all the time or just at certain times? If you switch the lens to MF, does it then work? Need way more info to help you.
