R3 Shutter Speed Range of 2000-8000 In Manual Mode?

For a few months now, I’ve noticed that I cannot select a shutter speed lower than 2000 or higher than 8000 in manual mode on my R3.  I have the camera set up the same as my R5 and similar to my 5D Mark IV, yet I can choose the full shutter speed range on those cameras.  I’ve had way too much going on in life to really look into it.  Plus, because I usually shoot birds and other wildlife, it’s not been that big of a deal.  However, today I took off my usual RF 100-500 lens and put on an EF 24mm lens to grab a few still shots.  Once again, I cannot choose a speed lower than 2000.  I’m not a novice, but don’t claim to be a complete expert either.  I just have no clue what’s going on.  Is there a setting I’m not aware I’ve got turned on, or is there an issue with the camera and it needs to be sent in for maintenance?  Anyone else have this issue?

Your R3 has menu settings that can limit the range of each exposure setting available to you. It also has a separate option to define similar limits for the camera when it’s controlling exposure.  

I recommend fully resetting the camera back to a known state, the factory defaults.  There could be other settings or problems contributing to the issues.
