Is there a low light camera as good as or better than iPhone 4s or 5

You should wait for Iphone 5S. I have heard it will be the best in low light. Or go with Nokia Lumina.

EVERY currently in production (and lot of discontinued too) DSLR has better low light performance than any current cell phone 🙂

Most good P&S cameras too.
