When it tries to pop-up try to help it with your fingernail. It may be gummed up. There is a linkage in there that can get dirt or something in it. A tiny drop of denatured alcohol can clean it off. If not do call Canon service.

It probably needs repair. Call your local Canon Cutomer service center.
