EOS Rebel T8i 11" x 17" and 8.5" x 11" Photo Capability

Quick question I am new to the T8i and I am interested in shooting portraits/landscape images. I'm not sure if I am asking this question correctly but can the T8i produce photos in 11x17 with pixels dimension of 5100×3300 and 8.5 x 11 with pixel dimension 2550×3300

The photos you'll capture (assuming you are using RAW/largest JPEG) would be 6012 x 4008.   So that is higher than both of the values you've posted.

At 300 dpi, those images would generate 20 x 13 inch prints.

Okay , Gotcha . are there Camera lenses you could recommend to achieve fashion photography or any type of high resolution portraits? 

My favorite lens for portraits is the EF 135mm f/2.  Though on the T8i with its crop-sensor, this would lead to a field-of-view equivalent of 216 mm and that would require a large working distance.  Though that would probably be good for fashion.   Are you typically at events or in a studio?

If you need to work in smaller spaces, an 85 mm would be a great choice.
