Can I use a RF16mm F2.8 STM lense on a 7D Mark ii?

Sorry, this is not physically possible. 🙁 An RF lens has a much shorter flange distance than EF lenses.

No, this is not possible, and no adapter is possible. Your camera has an EF lens mount, and no RF lens can be adapted to EF cameras.
