I wanted to shoot Full HD videos with 700D. Is it good in the dark? Will noises occur in low light environment? I know 70D / 7D are better options but I dont have the money. So does 700D do a good job at night?

Of course. Noise always occurs in low light. Will it be good enough for you? I can't tell you that, that's up to you.
However, you'd probably be surprised at how light it is when professional shoot dark scenes. There's plenty of light, they're just selective on where they shine it. If your subject isn't lit then I doubt you're going to be happy with the results, regardless of whether you're using the 700D, the 7D, or even the 70D.
So I guess my question is, do you plan on using light?
