I have a chance to buy a canon rebel t3 for $200. It doesn't have a charging cord or lens cover, but does have original manual and carry case. Is this a good price? Is this a good camera?

Canon sells a refurbished model for $360. Rebels don't have a charging cord. They have a battery and battery charger. If all you are getting is a camera then buying the missing pieces would become expensive.
Rebels are good, reliable DSLRs. If you are moving up from a point&shoot or smartphone it would be a good camera.

Without a battery and charger it is not a good deal. Skip it. No body cover is not a good sign either.
