My new Canon T5i always has the flash on. It looks like to turn it off (for Portrait, Macro, CA, IA), you got to Menu> First Camera button > Scroll to bottom to Flash Control. My Menu display does not feature the Flash Control to disable the flash for those modes. Is there a way to turn the flash off for these modes?

No. The purpose of the icon modes is to turn control over to the camera so it can do what is required to get a good photo. See page 76 of the manual.
