It works most of the time when turned "on" and "off." But at times it doesn't. Is this normal or is it a defect?

If you turn the camera on and then off too quickly in a row, they sometimes skip the sensor cleaning cycle. I've noticed that if the camera goes to sleep during periods of inactivity, and you turn it off without waking it up, it does't clean.
These are normal.
