I also question what you mean by Professional Portraits. That can mean a lot of things to a lot of people. In my mind, the quality I'd expect out of a professional portrait, the person with the skill to make that happen already knows what lenses to use. Although someone with the skill can make a great portrait with an iPhone. If you're shooting professional portraits meaning headshots or families in a studio with lighting you can make sellable photos with a Rebel and a kit lens.
Best Portrait Lens for a full frame camera? Subjective, but I'd say:
70 - 200 2.8 II
24 - 70 2.8 II
85 1.2
Depending on what focal length you like to shoot portraiture at. Those are some of the sharpest lenses out there, and the 85 can do things no other lens can do.
Best affordable? Affordable is subjective, but:

50mm 1.4
