Can any EOS R body create HDR to a 'single' raw CR3 file instead of to a single JPEG or HEIF??? APS-C or Full-frame.

No this is not possible with any of the current EOS R series cameras.
HDR images captured using different exposures for each frame can either be saved as a camera processed JPG or HEIF image or as individual RAW images. Some cameras can do both, some do not even have the HDR function.

This goes far beyond Canon cameras not being able to save the results as a RAW file. It’s the fact that once you combine the RAW source files, the end result will no longer be a RAW file.
For example, let’s suppose that you have three RAW files with different exposure settings; -2 Ev, 0 Ev, 2 Ev. What exposure settings should be written to EXIF of a final RAW file? What date and time?
