7Dii exp indicator stuck in viewfinder but works in live view. ??????

So with the exact same settings, when I look thru the viewfinder & move the main dial, the indicator bar doesn't move.  But, when I change to live view and do the same thing, the indicators moves.  Does anyone know what's going on?   I'm hoping somehow I set something, but I don't think so.  I have reset everything to default, but it didn't help.  I'm thinking it will have to go back to Canon.

Have you pressed the shutter button halfway down to activate the camera?
