Trouble focusing with 55-250mm for canon eos rebel t7

I got this 55-250mm lens used off Amazon. After reading some other submissions, I tried doing some things to figure out why the lens won’t focus. I tried switching the auto focus off and manually focusing it with the focus ring and I made sure it was secured and locked in correctly. There seems to be marks on the zoom end of the lens…I’m wondering if this means I have a damaged lens and need a new one or if there’s something else I missed/and or haven’t tried yet.

That front control ring looks discolored in places. That is sort of what I would expect to see if the lens had gotten wet, and then dried off.

Another vote for returning it. It is always risky buying a use lens that you can not try out first on your own camera.
EOS 1D, EOS 1D MK IIn, EOS 1D MK III, EOS 1Ds MK III, EOS 1D MK IV and EOS 1DX and many lenses.
