For some reason my recently acquired lens will not focus sharply on my 40D, yet it focuses properly on my 7D. All my other lenses (EF70-200 f2.8, EF-S17-55 f2.8, EF28-70mm) also work properly on my 40D. Any ideas what my problem might be?

Without knowing anything more about your situation, I would suspect the 40D and not the lens. The EF 24-105mm f4 is a great lens and a best buy in Canon "L" lenses. If it is working properly on your other camera, the lens is likely good.

Does your 40D have autofocus microadjustment? (The 50D and 70D do, while the 60D doesn't, so it isn't an easy guess.) If so, and if the problem is a consistent mismatch between that lens and that body, you may be able to adjust it out.
