I want to print from my tablet or cell phone to a photo printer. My only internet is my data package for my phone/tablet. Tablet does not have a usb port. Both have sd card capability. 

I'd like to purchase a printer that's less than 100 dollars if possible. 

Any suggestions on which printer to purchase, or is this even possible?

You should look for a printer with access point mode. Basically the printer creates it's own access point for your tablet to connect to.

I know the MG5520/5522 and the MX472/479 both have access point mode, but I'm sure some of the new ones that just came out support it as well.

Can I do that with android and no wifi?

Yes, but you will have to use the PIXMA maxify printing solutions app.
