TS3150 - Error message E15 does not clear after installing new cartridges from Canon

Just tried installing new colour Canon printer inks - colour - and neither appear to be recognised and give E15 errors.  How do I get them to be recognise - or - how to I return the cartridges to Canon for replacement ones that might actually work?   Thank you
