The printer is 6 to 12 months old, usage is moderate, scan-to-pdf is infrequent. Recently the quality has degraded significantly.

The problem wasn't with the scanner. I had copied the originals "on top of the previous copy" several times. So the quality of the copy that I was working with degraded with each scan. In addition, the ink had nearly run out, which degraded the quality even further. Once I replace the ink cartridges, the problem was gone.
EXAMPLE OF POOR QUALITY
I suppose it could simply be a matter of the device's scanner wearing out, but it seems like it wouldn't wear out that much in less than a year, right? I expect that even if it could be repaired, I'd not go that route because it would not be justifiable economically.
