Eos utility for R7 on Windows 10?

Just got my first camera, took some pictures, and now trying to figure out the ways to get them to my computer. Manual describes EOS utility and connection to my existing wi-fi. My computer does not have a wi-fi card, but is hard wired into my home network. So, I successfully set up the camera to talk to my wi-fi. I go to download the eos utility and it is not listed under driver/downloads->software for windows 10 on the R7 page. Where is it?

First and foremost, just because the camera is able to communicate using established Wi-Fi protocols does not mean that the camera is fully networkable.  

Wi-Fi is most commonly use with smart devices running the Canon Connect app.  This connection is achieved by first connecting using Bluetooth.

It has been a while since I tried with my 6D, but to connect to a PC you need to run the EOS Utility Launcher GUI.  Go into Start Menu, expand the Canon Utilities folder, and run an app called “EOS Utility”.  This app should prompt you to begin the Wi-FI / LAN connection process.

What is the point of the utility if it doesn't perform as expected?  In my case, my camera appears on the wifi map but it doesn't show up in the utility.
