I need EOS Utility for my camera EOS 400D on MAC (Apple chipset M1).
I use the utility to download, edit and tag/caption photos.

I have the 500D, so my answer might not be correct. I hope some of this might help anyway. I have used EOS Utility 2 instead of EOS Utility 3 with my camera, but it longer seems to update after an operating system update on my iMac and I can no longer find a place to download it from Canon.
But the "Image Capture" program that comes with macOS seems to be able to talk to my old camera over a USB cable. "Image Capture" is found in "Launchpad"->"Other" on my iMac. It might be worth trying image capture. Apple "Photos.app" is also useful. Also, if you have a card reader on your mac, that might work for transferring images. But, I always write protect the card before putting it into the card reader on my iMac because sometimes Finder will put hidden files on the card than can confuse the software built into the camera. Canon DPP software can open the images from a folder on your iMac.
I use Canon DPP for editing photos, but Apple Photos.app also works. I use exiftool from a shell prompt in a terminal window to add keywords and a description.
For example:

The oldest Canon software download page I can find is for 450D: https://www.usa.canon.com/support/p/eos-rebel-xs#idReference%3Dsoftware-drivers and this is for USA, not europe.
If this is your camera, it was called EOS Kiss Digital X in the USA, but EOS 400D in Europe: https://global.canon/en/c-museum/product/dslr793.html
You might need to use the software download page for your geographical region if EOS Utility 2 is still available.

Why did you go for EOSUtility 2? 3 does not recognise 500d?
My Mac has M1 Chpset, not Intel

Yes, Utility3 does not recognise 400d. So I guess Image Capture for downloading and DPP for editing is the only option?

There are many options.
There are commercial software options, but I like free software.
On Debian Linux, gphoto2 , rawtherapee, darktable, gimp, and digikam will work.
On macOS, gimp works well.
Exiftool works well on macOS, but some do not like using a command line program.
Finder on macOS can copy files from a memory card in a card reader, but if the card is not write protected might write hidden files to the card that sometimes confuses an older camera.
Apple Photos.app that comes with macOS works well for editing Canon raw image files.

I do not use these, but you might check digikam and gphoto2.

The EOS Utility 3 says I need EOS Utility 2 when I connect my old camera. I also have two newer cameras and want or need the most recent EOS Utility for my newer cameras.
There are differences in USB security settings for M1 Mac compared to Intel Mac.

I've posted these instructions multiple times.
1. go to the EOS 1D X Mark III support page for Big Sur.
2. Download and install EOSU 3.13.30.
I can't verify that it connects to the camera since I don't have an older camera, but EOSU2 will be installed and the program starts up with macOS 14.3.
