Canon XA11 Focus Ring Not Working

I can't seem to get the Focus Ring to work as a focus ring because it functions only as a Zoom ring.

Is there a setting or a switch on the camera that changes the ring to a "focus ring" instead of a "zoom ring"??

There should be a switch on the back of the camera (above assignable buttons 3 and 4).  See page 52 in the User Manual.
