So like I was saying in my subject line, the small lens will not take pictures. But I used my larger lens, 70-300mm, and it works fine. Does this mean the smaller lense is toast?

My camera that I am using is a Rebel XSi. When I press the picture button it will flash multiple times and the screen says it is busy but that is it. It will not take a picture. I tried my longer lens 70-300mm, and it takes pictures fine. Any ideas?
