Speedlite 600EX-RT Always Shoots at Full Power

I've had an EX600RT flash for years, I've had a problem that I can't lower the amount of light in any situation, it shoots full power even at 1/128

Thanks for letting us know what Canon product you've got. The Speedlite 600EX-RT is an older model which we have retired. While that means that Canon USA no longer offers direct support for it, your friends here in the Canon Community are welcome to offer suggestions!

If the speedlite is set to TTL instead of E-TTL on a digital camera. The speedlite will fire at full power only.

A poor connection between the flash base and the camera may cause the issue. Make sure that both  are clean.
