Flash-ready and charge bar blinking. 600EXII RT

Canon 600EXII-RT not working 

flash ready light and charge bar are blinking. I can not find anywhere what that means.

Wil the speedlite even fire at all or do anything. Does it communicate with the camera at all.

No, it does not fire and the camera dors not recognize it 

What camera are you using the speedlite on. If it it has a depth of field preview button press it. If the speedlite is working you should get modeling flash. By default that's what the depth of field button does.

Canon R.  It was off shoe. Does not do anything on or off camera.  Flash-ready blink red and the Charge bar also blinks (last part of it).   

When is the last time you replaced the batteries in the speedlite they could be weak causing this problem. With the speedlite mounted with the lens cap on and the camera set to One Shot AF. Then in the camera menu set AF Assist Beam Firing to Enable. Will the speedlite fire an Intermittent AF Assist Beam (Disco Flash). The IR AF Assist Beam IS NOT compatible with any mirrorless camera system. So it won't be emitted at all.
