I'm hoping someone can help me with this. I have the 430EX III-RT and EOS SL3. The flash will work on the camera but I cannot get it to work wirelessly using the pop up flash as the master. I have watched multiple videos and read the manuals. For some reason it just will not work.

What makes you think that the internal flash of the SL3 can be used as a wireless controller? In the specs for my T6S it is very clear:

I am not so sure that your camera supports the internal flash firing an external flash wirelessly. You would need to purchase a wireless transmitter to mount on the camera to fire your 430EX III-RT wirelessly, such as a Canon ST-E3-RT.
