Yes, there are no operational, security features, patrol patterns or active flightline operations in this picture, and can be taken from the main road off base as well 

I don't know where people get the idea that you can't take pictures of whatever that is in public view. If you were on base, photography limits would be conveyed to you if there were any. Public view is public domain.

This was a legal photo, taken on a flightline… when i was active duty - YES …. It’s old…. LOL

Adding: Used to see A-10 Warthogs all the time in Louisiana. That was BP...before photography.
