Greetings,
This is usually an indication of a corrupt or damaged boot ROM. Did the device experience any power related anomalies. Surge, dip, etc? Winter storms.
You can try unplugging the device, then pressing and holding the power button for 30 sec. Then reconnect to power and attempt to start it again. If that doesn't help, the device will likely require service.
The DR-150 has a 3 yr warranty, and e-CarePak options are also available. You can visit MyCanon to see what support options are available.
