Sensing Unit not working as it should (Canon v1000)

I have two Canon V1000 ImagePresses.  One of which, we have the Sensing Unit, which is supposed to keep registration and color accuracy.  I noticed that when used this to set-up a new stock (or will running a job) to have to adjust all the registration, skew, angle, etc. - the sheet comes out with the front to back registration and the "straightness" is good... however the "size" is off.  If I measure, say, a business card, 24 up per sheet, each card size is off in size. So if it should be 3.5"x2", it may produce as 3.45"x1.95".  Which over the full sheet, is a significant difference. This also goes for larger images, if it should be 11"x17", it may only measure as 10.875" x 16.75".  

Now I have had our Service people (a Canon dealer, but  not Canon service) out several times about this issue and they have said they do not know of any fix.  Now I would think that there must be some internal "baseline" that this is comparing against when adjusting the "zoom%" and so you should be able to go into a Service mode, go to that setting and adjust it so the"baseline" is true 100% (measurement) and then the machine in turn can do it "auto" adjust via the Sensing unit, and the image will be a true 100% in perfect registration.

Not sure if anyone else has encountered this issue and knows how to fix it.  Or if Canon themselves know how to fix the problem... but we spent extra $$ when bring in the machine to have this feature, so less knowledgable operator (than myself who can just manually do all the adjustment fairly quickly) can run the machine fast, efficient, and at the highest quality.  We use cutters that are programmed for jobs and when you cannot produce every jb at a standard size it causes problems. We try hold "offset press" quality requirements for our digital presses and to have a product not function as it was sold to us, is very disheartening .
