I changed internet providers and I am trying to connect the printer to the network in the canon print app. I get to the step where I go to my Wi-Fi settings and connect to the printer, but the password prompt will not pop up. The IP address is not my new routers address. This is so frustrating and this should not be this difficult to change a network. What am I doing wrong here?

Please contact one of Canon's Technical Support Representatives via phone or chat. To contact a Technical Support Representative, please use the link below to log into your My Canon account:
https://mycanon.usa.canon.com
Once logged in, click on your PIXMA TS3522 and then click on the Product Support button. When that page loads, click on either the Phone Support button or the Chat Support button to access support. A Technical Support Representative will assist you with connecting your PIXMA TS3522 to your new Wi-Fi.

If you have not yet resolved the issue, consider this. I am not familiar with this particular printer, but it very well could be that you have to eliminate one network before adding a new one. In the printer settings, do you have an option to reset or delete the network? If not, can you simply reset the printer settings to default, then set up your new network. Worth a look.
