wont turn on but green light flashes.

Hi, I acidently left my powershot elph 190 IS out in the rain and after putting it it in rice overnight/15 hours it worked fine, but later in the day nothing happened except the green flashed. Also it is rapidly sucking energy from the battery, wont turn off except when I remove battery. Can you help?

It is most likely damaged.  Look into having Canon (or another reputable repair shop) do a repair.

Greetings,

A repair might be costly.  You can look into it, but I think it might be time for a new camera.

If Windows doesn't recognize the Canon EOS camera, try to change the camera settings. Open the settings in your Canon EOS menu. It has Auto power off and Wi-Fi/NFC options. Disable them first and then plug the camera to the computer.
