When I am outside on a bright day, the screen goes blank when I turn the camera to take a picture vertically (portrait orientation). It gradually gets dimmer as I turn it. I have to try and line it up before it goes blank, then turn it back quickly to see the review shot. I went through all the settings and think I have turned off anything to do with screen timeout, eco mode, power saving, etc. It works fine when horizontal and in any direction when indoors or on a cloudy day. It still takes the picture just fine, it's just annoying to not be able to see before I take the shot.

Are you wearing sunglasses while you do this? If so, they may be polarized and they're designed to block light from certain angles. Try taking your sunglasses off while using the camera or consider switching to a different pair of sunglasses.
I speak from personal experience on this, btw. I love my polarized sunglasses but I know they can also make LCD screens hard to see sometimes depending on the angle.

No sunglasses. The screen turns off gradually as I rotate it (i.e. at 45 ° it is partially dim, at 90 ° completely off) in bright light outdoors.
