PS ELPH 150 IS and Windows 8.1 - Trying to save pics to my computer. Message"cannot detect camera"

I have Windows 8.1. I registered my camera and am trying to save pictures to my compter but get the message cannot detect camera. I am stuck.

Have you installed the software that comes with your camera? 

If not, what application are you using to attempt to download from the camera?
